It's believed that only six or seven pennies were made in the UK in 1933 because banks already had plenty of them.

Some of these rare pennies were kept by The Royal Mint Museum and the British Museum, while three were buried under new buildings, which was a common practice at the time.

Since no exact records were kept, there was—and maybe still is—a chance that a 1933 penny could appear in circulation, which naturally sparked public interest.
